Vision and Objectives
It is envisaged that the implementation of the five (5) development areas shall aid in addressing identified weaknesses and necessitate the attainment of Zambia’s aspirations for capital markets aspirations which include the following;
To transform Zambia into a choice market for domestic issuers and investors;
Enable the Zambian capital markets to play a greater role in acting as a source of funds to the real sector of the economy;
Develop deeper and more liquid capital markets based on strengthening financial markets infrastructure;
Actively promote Zambia’s attractiveness as an investment destination for financial services; and
Implement capacity building programmes to strengthen various stakeholders.

Capital Markets Master Plan (CMMP)
The Capital Markets Master Plan (CMMP) is Zambia’s ten (10) year long term strategy for capital markets development. On the backdrop of the Government of the Republic Zambia’s efforts to reform the financial sector and having identified our capital markets as key enablers for economic growth, the CMMP was formulated to enhance the role of their role towards bolstering Zambia’s economic development.
In this regard, the CMMP was developed under the stewardship of the Ministry of Finance and National Planning in collaboration with the Securities and Exchange Commission to provide a unified and clear roadmap to reposition the Zambian capital markets as an important conduit for domestic and foreign investments. As such, the CMMP was developed in line with national development aspirations and is anchored on five (5) development areas as follows;

The CMMP is structured around five strategic development areas:
- Enhancing the government bond market
- Enhancing other traditional security markets
- Development of new and innovative products/markets
- Enhancing capacity building across the capital markets; and
- Enhancing the capital market regulatory environment.
