The Directorate of Policy and Market Development is central to the Securities and Exchange Commission’s (SEC) mandate of fostering a robust, transparent, and competitive capital market in Zambia. This directorate is responsible for strategic oversight, market research, and the development of key initiatives that drive the growth and integrity of the capital markets.

Mandate

The primary mandate of the Directorate of Policy and Market Development is to oversee the coordination of the development and implementation of strategies to promote robust, transparent, and competitive capital markets in Zambia.

Functions

The Directorate of Policy and Market Development fulfills its mandate through the following key functions:

  • Overseeing the effective coordination, development, implementation, and review of the SEC's Strategic Plan to facilitate the attainment of institutional goals.
    • Overseeing the effective monitoring and evaluation of strategic plans to facilitate the implementation of appropriate interventions and ensure objectives are met.
  • Overseeing the effective conduct of research to identify areas for improvement and potential adoption of new strategies to deepen and enhance the capital markets.
    • Coordinating the implementation of the Capital Markets Master Plan to guide and accelerate the development of national capital markets.
    • Overseeing the implementation of the Regulatory Sandbox to foster innovation and develop new products and services within the capital markets.
  • Overseeing the effective coordination and delivery of Capacity Building Programmes 
    • for investors, issuers, capital market practitioners, and other stakeholders. This is crucial for raising awareness, enhancing participation, and building confidence in the capital markets.Sustainable Finance Initiatives:
    • Overseeing the effective coordination of the implementation of the Green and Sustainable Financing Agenda. This aims to reposition the nation as a global hub for green investments, aligning capital markets with sustainable development goals.
  • Undertaking the effective preparation of the department’s risk register to identify potential risks and reduce their impact on departmental and institutional objectives.
  • Developing and implementing change management programs to facilitate organizational adaptation, improve productivity, and ensure successful transitions during strategic initiatives.
  • Managing human, financial, and other resources effectively within the directorate to facilitate the attainment of set objectives and ensure efficient operations.
  • Overseeing the development of departmental work plans and the implementation of robust performance management systems to monitor, evaluate, and enhance individual and team performance aligned with the Commission's strategic objectives.
  • Managing the timely development of work plans and the implementation of the performance management system to monitor, evaluate, and enhance departmental and individual performance.
